Drinking Water & Sanitation Department, GoJ,
invites Proposal with rates & condition, if any from the empanelled
consultancy firms for hiring of consultancy services for preparation of
D.P.R. of Mega water supply scheme, to provide safe drinking water in
quality affected villages of Sahibganj District with surface source,
some necessary data and drawing are being enclosed for reference which
is indicative and genuinety of data & drawing should be verified
& amended by the consultant if enquired.
2. Our requirements
Consultant shall submit the consultancy offer for
(i)
Preparation and submission of draft and final pre
feasibility report (PFR) after proper survey and investigation for water
supply project
(ii)
Preparation and submission including complete design and drawing draft
and final detailed project report of mega schemes based on approved P F
R.
3. Details of P.F.R & D.P.R.
(i)
Pre feasibility report (PFR) shall also be included with
R.L. of the ground topography of the affected villages, showing road
maps, assessments of river flow condition, rainfall datas, site
selection of different components of the mega water supply scheme with
proposal for required land acquisition. It should comply with the
guideline given by GoI, Drinking Water Deptt. List of village may be
obtained from office of the undersigned.
(ii) The
DPR should include hydrological & structural design of all the
components, drawings detail survey report, cost estimate & financial
analysis etc.
(iii)
The quoted rate shall be inclusive of cost for preparation
of tender documents of the project provides assistance to tender
committee in tendering process and awarding contract for execution.
(iv)
Provide assistance in supervision of work & quality
control laboratory/ tests and after completion of the project consultant
shall assist in the commissioning and assure the quality.
(v) Provide
detailed feasibility assessment for implementation of proposed schemes
through community participation/ public private partnership.
4. Requirement of documents
(i)
All certificates and documents are to be submitted in
support of the firms credential and eligibility on the norms of world
bank in order to facilitate selection.
(ii)
Consultant should clearly state their with ingress to
participate with full knowledge of the work.
(iii)
List of similar projects under taken along with project
reference sheets giving the details of projects name, Location, Cost,
Cost of the Consultancy services, Start and end date, project
description and details of service provided.
(iv) Details
of authorized contact representative along with the address, Phone &
fax number’s and e-mails.
5. Cost of consultancy services of mode of payment:-
(1)
Consultancy offers will be submitted in the sealed
envelopes for the work mentioned in para-3.
(2)
Mode of payment – Approved amount for consultancy service
for preparation of P.F.R. & D.P.R., the mode of the payment shall be
as follows :-
(i)
On submission of draft of P.F. Report -
30%
(ii)
On submission of final D.P.R. report
-
40%
(iii)
On approval of final D.P.R. report-
20%
(iv)
On supervision of execution, testing and commissioning after
satisfactory performance of the project.
6. Terms and condition
(i)
The completion period for submission of PFR shall be 60
days, counted from the data of issue of work order 30 days for
submission of D.P.R. after the approval of P.F.R.
(ii)
E.M. –2% of quoted rate in shape of Bank guarantee of
scheduled bank in fovour of Engineer-in-Chief, Drinking Water &
Sanitation Department, Jharkhand. Validity of six months.
(iii)
A penalty will be charged on the delay at the rate of 2%
per month.
(iv)
Prices for consultancy services will be firm and fixed. No
cost will be considered extra due to change in the cost of Labour,
materials, equipments& fuel etc.
(v)
In case of any dispute, decision of Engineer in chief,
Drinking Water & Sanitation Department, Jharkhand will be final and
binding on both the party.
Any
legal dispute will be in the jurisdiction of Jharkhand High court.
