Invitation for Expression of Interest for setting up of various star category hotels in Jharkhand

The State of Jharkhand is endowed with rich bio-diversity, moderate climate, grand cultural and historical heritage, rich traditions, famous religious places of worship and ethnicity to make the State the ultimate destination for tourists.

The State has a number of well-planned cities, where a large number of tourists, both domestic and international, visit but due to acute shortage of standard star category hotel facilities, the tourists face great discomfort.

With a view to promote Tourism Industry in the State and to provide better residential facilities to such tourists, the Department of Tourism, Government of Jharkhand invites Expression of Interest  from interested parties/companies of repute in the field of hotel industry for setting up of various star category hotels in Ranchi, Deoghar, Bokaro, Jamshedpur, Chaibasa and Dhanbad.

          General Information

1.       All the activities related to setting up of various star category hotels will be subject to the State Government guidelines and the prevailing laws of the land.

2.       Proposal for investment through FDI will be subject to RBI/Central Government guidelines and instructions issued from time to time.

3.       The applicant should attach documents as proof of special knowledge/expertise and experience in the relevant field of Hotel Operations/Management.

4.       Last three years audited balance sheet and proof of financial strength preferably from reputed National/International Bankers should be attached with application.

5.       Government of Jharkhand will extend all help in making available land to the short listed investor.

6.        Government of Jharkhand would provide all incentives admissible to hotel industry as per the policy of the State      Government.

7.        Government of Jharkhand would also assist such investors in seeking financial aid/grant/loan/incentives admissible as per the policy of the Government of India.

8.        Proposals are also invited under Public-Private-Partnership (PPP) pattern, whereby Special Purpose Vehicles (SPV) may be set up with Jharkhand Tourism Development Corporation. Various benefits/incentives admissible from Government of Jharkhand/Government of India would be extended.

9.       Those interested parties/companies, who had applied earlier in response to the Expression of Interest published earlier by the Department of Tourism, Government of Jharkhand are expected to revalidate their earlier Expression of Interest.

10.     The following documents need to be furnished:

                    a) Profile and track record of the interested party/company/consortium.

                    b) Audited balance sheet for last 3 financial years.

                    c) Photocopy of PAN issued by Income Tax Department.

                    d) Photocopy of Service Tax Registration.

                    e) Relevant documents in support of experience in hotel industry sector.

                    f) A brief presentation on proposed venture depicting the details of proposed project.

11.     Last date for submission of the Expression of Interest is 02.07.2008 up to 1400 Hrs.

12.     All Expressions of Interest should be addressed to:

13.     Such Expression of Interest shall be opened on 02.07.2008 at 1600 hrs. before a committee duly constituted  for this purpose.

14.     The bidder or his duly authorised representative may remain present during opening of the Bid.

15.     The Expression of Interest submitted after the due date would be examined and considered subsequently.

16.     The right of acceptance/rejection of any offer shall remain reserved with the Department of Tourism.
