9. Earnest Money needs to be attached in form of 8/6 year NSC (8th issue) from the post office of Jharkhand or 3/5 years post office time deposit pledged in favor of Executive Engineer. Rural Development Special Division, Gumla.
10. The contractors registered in REO/PWD (Roads) in appropriate class may participate in this tender.
11. 10    Tendered or his authorized representative may be present at the time of opening of Technical Bid/tender.
12. The price of Bid/Tender document mentioned above  is non – refundable but should be in the form of bank draft in favor of  Executive Engineer ,Rural Development Special Division,Gumla payable at S.B.I. Gumla.
13. The work is to be done on “ Turn Key Basis “ the DPR drawing etc. available in the department may be seen in the office of the undersigned on any working day for reference only. The contractor, however, is required to make his own design and drawings based on his own survey, investigations etc. at site which will have to be approved by the Chief Engineer, Rural Development Special Zone, Ranchi.

Tenderers are advised to visit the bridge site ( on their own cost ) to study the details and conditions of works site.
15. Tender is based on “ Two Envelope System “ of “ Technical “ and “ Financial “ bids. Financial bids of only technically qualified contractors shall be opened.
16. The undersigned reserves the right to accept or reject any tender without assigning any reason.
17. The details of the Terms and Conditions of the tender may be seen in Tender/Bid Document.
18. 10    The department will not supply/provide any construction equipment and materials such as road roller, cement, steel etc.
19. Work has to be executed on the basis of guidelines and provisions of MOST Specifications and IRC guidelines.
20. The Contractor is required to establish his own fully equipped and functional Quality Control Laboratory at the work site before execution of the work for Quality Control Tests.
21.The contractor shall be responsible for any damage or loss to the public property due to negligence of their labor and staff and the damage/loss should be made good at his own cost.
22. The contractor should get the sample of all materials approved by the Engineer- in -charge before collecting them to be used in work.
23. The contractor have to submit the work  programme/mile stones for the completion of work within the specified time period and the progress of the work should be strictly maintained according to the progamme so as to complete the work in time.
24.The contractor should be held responsible for materials at site.
25. Payment shall be made only on the availability of allotment by the department.
26. Tenderers must have experience of bridge work  as indicated in col.7.
27. The cost of preparation of PPR/DPR will be deducted from the first On Account bill of the contractor.
28. Technical qualifications of the tenderers  will be considered only after qualifying the standard of tools & plants and Bid capacity each.
29. The allotment of work shall not be considered to those contractors whose previously allotted works are pending OR their works are not considered satisfactory in the Department.
30. After the work is allotted to the contractor, the work cannot be sublet by him as per conditions of the agreement otherwise that would be treated as violation of condtions of the agreement. If such information is received, the agreement will the cancelled and the procedure of black listing shall be initiated accordingly against the defaulter.
31. The allotment of work shall be considered on the basis of work load of a tenderer under Rural Development Department (R.E.O. + M.M.G.S.Y.) and present availability of tools & plants and financial capacity of the tenderer.
32. The consultation fees @ 1% of the DPR will be deducted from the First On Account Bill of the contactor. The contractor shall not be paid in this item separately.
