Eligibility
Criteria
The interested Implementation
partner for this project should fulfill the following criteria:
a.
The Implementation Partner (I.P) should have an
Average Annual Financial turnover of at least 20 Crores during
the last 3 years. Poof of which should be submitted in the form
of audited balance sheets.
b.
The I.P should be in IT/software business for more
than five years. Proof of which should be in the form of
certificate of incorporation.
c.
Experience of having successfully completed similar woks/assignments during last
17 years ending last day of month previous to the one in which
applications are invited should be either of the following:
a.
Three similar completed works costing not less than the
amount equal to 26 Crores or
b.
Two similar completed work costing not lews than the
amount equal to 32 Crores or
c.
One similar completed work costing not less than the
amount equal to 52 Crores.
d.
"Similar work" in this RFP shall mean
consume indexing asset indexing. Software development, hardware
installation. Networking, spot billing and energy accounting.
e.
I.P should have implemented or in process of
implementing a turnkey systems integration involving billing.
GIS. Hardware and Network integration with at least
two India utilities with consumer base of at least 10
Lacs. Customers proof which should be submitted in the form of
work order.
f.
I.P should have executed/Orders in hand for bills
generation of at least 1,50,000 consumer per month in an urban
area for at least a period of one year in last five years(attach
order copy & satisfactory performance certificate if
completed or in process)
g.
The I.P should have quality qualifications of ISO
9001: 2000
The Implementation Partner
should carry out and manage flowing IT services on their own:
a.
Software Development with certification of CMM level 5
b.
Spot Billing Services and Energy Accounting till DTR
c.
Operation and Maintenance of IT services
h.
The developed software should be/will be certified
for compatibility by Department of I.T. Government of Jharkhand/
Government of India.

for Proposal Documents
I.
The RFP document can be collected in person from
the office of Chief Engineer (C&R) on production of the
receipt on payment made towards the cost of tender document.
II.
All RFPs must be accompanied by a non-refundable
cost of Tender document of Rs. 5000/-(Rupees Five Thousand Only)
either in cash or in the shape of a DD in favour of"
Deputy Director of Accounts Secretarial, JSEB" payable at
Ranchi.
III.
Tender must be accompanied with earnest money of
Rs. 50 Lac in shape of crossed Bank in favour of DDA
(Headquarters), JSEB, Ranchi payable at Ranchi.
IV.
Request for issue of tender documents by post will
not be entertained.
V.
Conditional and incomplete tender will not be
accepted.
VI.
Tender document is not interchangeable.
VII.
This Tender Notice is part of RFP/BOQ
VIII.
Board reserve the right to extend the date of
submission/opening of tender or reject any or all tenders without assigning any reason thereof.
