Specifications for the Biometric Device for the Treasury Computerization Project

Objective: The 31 District treasuries and sub-treasuries use window XP clients with IE 6.0 or above browsers to work on the web based Treasury computerization system hosted at the state data centre, having oracle database and .Net web application on the Windows-2003 server. The treasury users are presently authenticated based on the login-id and passwords, stored on the central data server. An additional biometrics security is to be put in place at the level of the Treasury Officer who will use his client and the existing web based application only  to store his finger print (enrolment) on to the central data server and then authenticate his identity (verification) matching the biometrics template using the existing web based application . The biometric device will be installed on the respective windows clients, using the device drivers supplied with the device.
So the SDK should include suitable .Net Class Library (with sample codes in ASP.NET (VB.Net) on framework 1.1 for enrolment and verification) to get integrated in the existing application to provide the above described feature.

The bidder should be in the business of manufacturing/Supply of Bio-metric devices at least for three years as on bid calling date. The annual turnover of the firm should be at least Rs.10.00 lakhs during the last two financial years (2006-2007). The bidder should submit documentary proof in support of turnover and clearance of Sales Tax (VAT) upto last financial year (2006-2007) and specifications required.
EMD Amount: By mean of Demand Draft of Rs. 4000/- in favour of the Principal Secretary, Dept. of Information Technology, Govt. of Jharkhand.
Two separate sealed Envelopes have to be submitted in one bigger sealed Envelope as mentioned below:
(I) The First Envelop shall be marked as “Envelop-A (Qualification Criteria)” and shall contain Earnest Money, Turnover, Sales Tax (VAT) Certificate and compliance of specifications required.*
(II) The Second Envelop shall be marked as “Envelop-B (Financial Bid)” and shall contain the Rates as given below:

The lower rate of bidders will be decided on the basis of total price (1+2) quoted by them as per above table
