Expression
of Interest (EOI) for
Multi-purpose Smart Cards |
|
Government of Jharkhand proposes to provide
Multipurpose Smart Cards to its citizens with the objective of
ensuring timely, cost-effective and efficient delivery of
services and effective monitoring of Government programs aimed
at benefiting the population, especially in rural areas. The
term ‘Smart Card’ used here includes other electronic
devices, by whatever name these may be known but essentially
used for the purposes listed hereinafter.

2.
Government of Jharkhand provides a number of services
to its people in various sectors. Some of these are: provision of health facilities, old age pensions to old and
destitute, scholarship to students, employment through National
Rural Employment Guarantee Scheme (NREGS), educational
facilities and drinking water and sanitation facilities. There
are many more services not listed here. Currently, there are
various issues in delivery of these services and their
monitoring. The Government intends to leverage the power of
Information Technology (IT) for tackling these issues and
improve the delivery and monitoring systems. The broad idea is
to use Smart Card, which will primarily work as an Identity Card
to establish eligibility of a person for various beneficiary
oriented programs of the Government. The Card will have complete
details of the individual and will have the capability to be
read from and written to as and when required. This should also
have the capability to accommodate more and more applications in
future.

The implementation of this is planned in two phases. In
the first phase, the Government would like to implement the
project for selected application(s) and in selected Block(s) on
a pilot basis for a period of one year. After the pilot is found
successful on well established parameters like technology,
operational feasibility and ease, cost-effectiveness and
robustness, the project will be replicated throughout the state. |

Expressions of Interest (EOI) are invited from the
organizations (the term includes Companies, partnership Firms
and Agencies) working in the area of providing end-to-end
solution for deployment of these Cards. Broadly, the scope of
work will be :
(a) To present to the Government various technology options
available in the area and their relative merits and demerits.
Also, previous experience in deployment of Cards elsewhere.
(b) To suggest possible applications for the Cards,
requirements of back-end automation and process change
for deployment of these applications.
(c) To develop and deploy required data structures and
necessary software at all ends (back-end and
front-end) for
operation of these applications.
(d) To implement the project including making of these cards and
arranging for their distribution to the target population with
the help of the Government machinery at the Block
level.
(e) To operate the project at the block level for a period of
one year. |

5.
In brief, the Government is looking for turn-key
solution provider(s) who are able to effectively integrate all
aspects of the project since inception to implementation and
completion. |

6.
Interested agencies may send their details to the
Principal Secretary, Information Technology Department,
Government of Jharkhand, Mantralaya, 3rd floor,
Dhurwa, Ranchi-834004. These details should include company
profile, similar works done by them elsewhere; especially
relating to making and distribution of the Smart Cards along
with a write-up as to why they should be short-listed for
participating in this work. |

7.
Government will call
eligible organizations for making presentation on a date
and time specified for the purpose. On the basis of
presentation, organizations will be short-listed for
participating in the further tendering process. Government will
subsequently decide as to how to select the firm(s), out of
those short-listed, for the pilot project(s). |

8.
The Expression of Interest (EOI) of the agencies should
reach the Office of the Principal Secretary, Information
Technology Department on or before the close of the business
hours of 16th September, 2006. EOIs received after that date will not be
considered. The EOIs
documents may also be delivered personally during the office
hours on any day. The envelope containing the documents should
be super-scribed “EOI Smart Card”. |
