Sealed tender on approved bill of Quantity to be
eventually drawn in PWD from F2 are invited from the
registered contractor of Building Construction Dept. Jharkhand
/ CPWD/ Govt. Undertaking
and having electrical license (Green Card Holder) from
appropriate authority of having association with or have
employees having electrical license from appropriate authority
and the same will be received up to 3.00 PM on 30.07.08 by the
Chief Engineer, Engineering Cell, Dept. of Health & Family
Welfare, Govt. of Jharkhand or his authorized representative
in control Room at Circular Road, Ranchi.

1.2
A)
The tenderer should have annual turn over of Rs.3.00
crore in a year in last three
year.
B)
The tenderer should have completed three similar work
of Rs.135 lakh or two similar works each value of Rs.200 lakh
or a single similar work of value Rs.270 lakh during last
three years.
C)
The tenderer must have permanent Engineering
organization in which structural Engineers and Architect under
his own employment.
1.3.
The tender is based on two-envelope system.
The first envelope shall be marked as a
Technical
Bid which shall contain information about the tenderer as
mention in para – 1.2, 1.15 and 1.16 with all required
evidence in form of certificates from employers and earnest
money of required amount and shall not contain the price
offer. The second
envelope having financial bid shall be sealed separately and
both should be placed in a bigger sealed envelope.
1.4
The technical bid will be opened by the Chief Engineer,
Engineering Cell, Dept.
of Health & Family Welfare, Govt. of Jharkhand, State RCH
Office Campus Namkum, Ranchi or his authorized officers on
30.07.2008 at 3.30 PM in the office of undersign. The tenderers or their authorized agents who so ever desire
may remain present at the time of opening the tender.
1.5
Financial Bid of the contractors qualifying in the
technical bid shall be opened later on for which date shall be
intimated to the successful contractors and the remaining
financials bids will not be opened.
1.6
The items of works, plans, specifications or any other
information in connection with the work can be seen in the
office of the Executive Engineer, Engineering Cell, Dept. of
Health & Family Welfare, Govt. of Jharkhand, State RCH
Office Campus Namkum, Ranchi on any working day during the
office hours before filling the tender.
1.7
Bill of Quantity / Tender document can be purchased
from the office of Executive Engineer, Engineering Cell, Dept.
of Health & Family Welfare, Govt. of Jharkhand, State RCH
Office campus Namkum, Ranchi on the payment of Rs.10000/- (Ten
thousand only) (Non refundable) in the shape of account payee
Bank Draft in favour of Secretary, Dept. of Health &
Family Welfare, Govt. of Jharkhand, payable at SBI, Nepal
House, Doranda, Ranchi up to 5.00 PM on 29.07.2008.
No tender paper will be sold by any of the above office
on the after date and time fixed for sale of Tender papers.
1.8
The tenderers are required to deposit earnest money as
mentioned in Tender Paper.
This may be deposited in the form of Bank Guarantee
issued by scheduled Bank (Valid for 11 months) , NSC VIIIth
issue/ post office savings banks 3/5 TD only duly pledged in
favour of Executive Engineer, Engineering Cell, Dept. of
Health & Family Welfare, Govt. of Jharkhand, State RCH
Office Campus Namkum, Ranchi. Tenders without requisite amount of earnest money as required
form shall be summarily rejected.
Any claim for exemption for depositing earnest money
may be entertained only with the approval of Government of
Jharkhand.
1.9
Tenderers should quote his rate on overall items (not
item wise) in percentage above or below (both in figure and
words ) over the
estimated cost or BOQ amount.
In the case the rate quoted by the tenderer is less
than (-) 15% this will be treated as unworkable and tender
shall be rejected.
1.10
The Department reserves the right to accept or reject
any or all the tenders received without assigning any reason
there of Ambiguous and conditional tenders are not acceptable
and will be out rightly rejected.
1.11
Successful tenderer, will have to deposit @ 5% of
tendered amount including Earnest Money towards the initial
security deposit at the time of agreement, remaining 5% shall
be deducted from the each running bill.
1.12
The earnest money of the successful tenderer will be
forfeited in case the tenderer declines to sign the agreement
or fails to deposit security money within 10 days of being
called upon to do so after approval of the tender by the
Competent Authority.
1.13
The NIT with general rules and special conditions will
from a part of the contract document.
1.14
It will be obligatory for the tenderer to keep his
offer open for acceptance for a period of 180 days from the
opening of the tender.
1.15
Up-to-date sale tax clearance Certificate / Income Tax
Clearance Certificate/ up to date labour license/ up to
date character from DM (DC) / SP shall be
submitted by the tenderer in absence of which tender may be
rejected.
1.16
Photostat copy of the registration certificate and
others document in support of the claim duly attested by
Gazetted Officer must be enclosed along with the application.
1.17
Tenderer before quoting the rate should visit the site
and see the site condition and availability of material.
If
estimated cost is changed, the earnest money will be deposited
according to the cost mentioned in the BOQ.
