NOTICE
INVITING EXPRESSION OF INTEREST
Director,
Art, Culture, Sports & Youth Affairs, Govt. of Jharkhand
invites Expression of Interest for preparation of Detailed
Project Report of Ten years perspective plan for Panchayat
Yuva Krida Aur Khel Abhiyan for the State of Jharkhand.
Scope
of Work:
1.
The ten year perspective plan is to be prepared for the
PYKKA project for the Govt. of Jharkhand on the basis of the
guideline given by the Ministry of Youth Affairs & Sports,
Govt. of India.
2.
Regarding sports infrastructure at Panchayat level
detail survey of all Panchayats & Village Schools having
adequate play ground have to be done diligently.
3.
Panchayat level implementing agency has to be
identified as per the guideline.
4. A copy of the guideline of GOI shall be given to the
interested bidder and the whole DPR must be prepared as per
the guideline.
5. The DPR shall contain the photographs of such selected
places for play field for all the Panchayats. In all the
Panchayat level proposals the signature of the specified
committee members shall be mandatory.
6. The bidder shall facilitate the selection of Kridashree
(Honorary Sports Volunteer) at the Panchayat level.
7. The bidder shall also survey and list out the various
local Youth Club, local sports club, local interested school
& college and self help groups available in all Panchayats.
8.
District wise PYKKA mission plan (including Block &
Panchayats) has to be prepared for 10 years along with detail
Annual Action Plan.
9.
Financial requirement shall be part of the DPR.

First of all a prebid meeting shall be organized in
which all the interested bidders can participate. In this
meeting the PYKKA Mission Plan & objectives shall be
discussed.
The
prebid meeting shall be held at the conference room of
National Games Secretariat, near Hockey Stadium, Morabadi
Ranchi at 3.00 P.M. on 26.07.08.
Qualification
of Bidder:
1.
The bidder must have done at least one sports related
survey, management & DPR formulation work in the last 5
years.
2.
The bidder must have geopolitical knowledge of
Jharkhand.
3.
The bidder must have conducted more than 10 sports
competitions in the last 5 years.
4.
The bidder shall have adequate manpower having sports
managerial knowledge to prepare such DPR.
Bid
Process:
The
bidder shall attend the prebid meeting and after that he shall
submit expression of Interest in a two bid system.
The
Technical Bid shall contain the details of qualification and
experience of the tenderer. He shall have to submit a small
project report within 10 pages in which he shall mention the
methodology as to how he envisages to prepare the DPR for
PYKKA Mission Plan.
He
shall have to submit Income Tax return clearance certificate
for 2006-07 & 2007-08. The technical bid shall accompany a
Bank Draft of Rs. 50,000/- in favour of Director, Art,
Culture, Sports & Youth Affairs, Payable at Ranchi. The
Draft shall be of any Nationalized or Scheduled Bank of India.
The
Financial Bid shall contain the total quoted price for this
entire job. While submitting Financial Bid he shall take in to
account that all the 24 districts, 212 Blocks & 4562
panchayats shall have to be covered for the project work right
from survey to the preparation of DPR.
Bid
Evaluation System:
Evaluation
shall be done on Quality cum cost basis. Marking criteria
shall be as below:

The
work shall be completed within 4 months of getting the work
order.
Payment
Schedule:
Payment
shall be based on prorata basis as follows:
1.
Completion of Survey work in 12 Districts

Completion of Survey in rest 12 Districts

3.
Interim DPR - 20%
4.
Submission of Final DPR and after approval of GOI-
40%
Security
Deposit:
The
Successful bidder shall have to deposit additional amount of
Rs. 50,000/- as Bank Draft drawn in favour of Director, Art,
Culture, Sports & Youth Affairs, Payable at Ranchi of any
Scheduled or Nationalised Bank of India.
The EMD of Rs.
50,000/- shall be adjusted against the security amount i.e.
altogether Rs. 1.00 (One) lakh shall be kept as security
amount till the final approval of DPR by Govt. of India.
Default:
In
case of any default or by not abiding the GOI’s policy
document, any preparation of DPR shall not be taken in to
cognizance and no payment shall be due to the bidder. In that
case the whole expenditure may be borne by the concerned
party. The money paid for the first three stages shall be
recoverable from the bidder.
Invitation:
The
expression of Interest is invited in the office of Director,
Art, Culture, Sports & Youth
Affairs, Govt. of Jharkhand, 3rd Floor, MDI
Building, Dhurwa, Ranchi on or before 3 P.M. of
08.08.08.
The
Director, Art, Culture, Sports & Youth Affairs reserves
right to cancel the tender without assigning the reasons
thereof.
