That in view of the 34th
National Games, Ranchi many Stadia are under construction. In
various types of pavilions Polypropylene Chairs are to be
fixed by the end of August, 2008. Technical, Financial and
other conditions for purchase of chairs are outlined below.
The interested suppliers are requested to submit their tenders
according to the terms & conditions outlined below.
Qualification of Tenderers :-
1.
The chairs must be manufactured by an established company of
repute.
2. The Tenderer must have at least two years experience of
manufacture, supply and installation or supply and
installation of quality chairs in stadia inside India or
abroad.
3. The Tenderer must provide the proof of satisfactory supply
and installation in India. The tenderer shall name the stadia
in which they have done these works.
4. The tenderer must have supplied minimum quantity of 20,000
chairs in a year for at least two stadia within last 7 years.
5. The tenderer must provide the proof of Income Tax
clearance, Sale Tax clearance and Other Tax clearance
certificates along with the tender.
6. The bidder should be a registered company firm or their
authorised agent as per country’s regulations.
7. Joint ventures shall not be allowed to participate in the
tender. However the manufacturing company’s authorised agent
can participate in the tender. In that case the company’s
authorisation letter shall be mandatory. The company and their
authorised agent participating in the tender may jointly meet
the criteria for qualification.
8. Supplier should have local infrastructure at Ranchi for
after sale support as and when required.
Financial
Qualifications :-
1.
The Tenderer shall have minimum annual turnover of Rs. One
Crore in any year of preceding three years. Proof regarding
this shall be attached.
2. The Tenderer shall have to purchase the bid document from
the office of the Director, Art. Culture, Sports & Youth
Affairs, 3rd Floor, MDI Building by paying a bank
draft of Rs. 5,000/- in favour of Director, Art, Culture,
Sports & Youth Affairs payable at Ranchi. The Bank Draft
shall be of any Scheduled Bank of India having a branch at
Ranchi. In case the tender is floated in Internet then the
tenderer can download the same but he has to attach the said
Bank Draft in the technical bid. This money shall be non
refundable.
3. The Tenderer shall submit an EMD of Rs. 8,00,000/- (Eight
Lakhs only) in the form of Bank
Draft drawn in favour of Director, Art, Culture, Sports
& Youth Affairs payable at Ranchi in any Scheduled Bank having branch at Ranchi. The
EMD shall accompany the technical bid.
Bid
process:-
1.
Double bid system of tender is invited.
a) Technical Bid :- The technical bid shall be submitted in a
separate sealed envelope superscribed “Technical Bid”. In
this bid except the financial offer all other documents as is
desired shall be kept.
b) Financial Bid :-
i) The Financial offer shall be in a separate sealed envelope
superscribed Financial Bid. While offering the prices the
tenderer must bear in mind that they shall quote the price for
one single chair of each type. The quoted cost shall be
inclusive of transportation, installation and VAT or other
appropriate taxes. The tenderer shall have to install the
chairs in respective Stadia at Ranchi as directed by the
Director, Art, Culture, Sports & Youth Affairs, Govt. of
Jharkhand in approved design and color pattern.
ii) Rates shall be valid for eight months from the date of
Submission of Tender.
c) First the Technical Bids shall be opened and evaluated. The
successful tenderer’s Financial
Bids shall be opened. After technical evaluation the concerned
tenderers shall be informed about the date, time and venue for
opening of the Financial Tenders. The concerned Tenderers or
their authorised representatives can attend the opening
process.
d) In case of successful tenderer the EMD shall be adjusted
against the Security Deposit which shall be 10 (Ten) percent
of the entire cost. The EMD of all other tenderers shall be
returned.
e) The successful tenderer shall deposit the Security Deposit
(5 percent of the Total value – 8,00,000/-) as Bank Draft in
favour of Director, Art, Culture, Sports & Youth Affairs,
payable at Ranchi of any Scheduled Bank having Branch at
Ranchi. The successful tenderer shall deposit the Security
money within 15 days of being informed failing which
cancellation of his tender may be done. Work order shall be
given after receipt of the Security Amount of 5 percent. The
balance 5 percent shall be deducted on prorata basis on all
payments.
f)
Payment Schedule
:-
i)
60 percent of the cost of
each lot of 10,000 supplied chairs with all accessories shall
be paid on the receipt of materials. Quality report should be
given by the supplier for each lot of consignment.
ii) Rest 40 percent shall be released after successful
completion of the work.
iii) Security amount shall be released after one year of
installation if no defect is detected within one year.
iv) Any breakage, cracks, discoloration and technical faults
of the Chairs or accessories shall invite appropriate
Financial punishment in addition to withholding of the
security deposit. In case of any such faults the tenderer
shall have to replace such materials. In case of failure the
Director, Art, Culture, Sports & Youth Affairs shall be
free to replace & repair and the cost shall be deducted
from the Security Deposit.
v) Appropriate taxes may be deducted from each bill.
Other
Conditions :-
1.
The language used in the Tender shall be in English.
2. The Technical bid shall be submitted with the
catalogue/literature showing the detail technical
qualifications of the materials.
3. Tender documents should be signed by the tenderers whose
name designation shall be mentioned in Block letters. Detail
address with telephone/mobile members shall be given in the
document as well as on the envelope.
4. No cutting or overwriting in the document shall be allowed.
5. Director, Art, Culture, Sports & Youth Affairs reserves
the right to reject any or all tenders without assigning any
reason thereof.
6. In technical inspections the Director shall have the sole
right and the successful tenderer shall have to abide by it.
7. The director, reserves the right to invite the lowest
bidder for negotiations. In case of failure of L1
to accept the contract, the security money shall be forfeited
and in that case the Director reserves the right to award the
contract to the L2 Bidder.
8. Tender must be unconditional. Only one unambiguous price
shall be quoted for each variety of chairs.
9. In the event of delay in supply and installation of Chairs,
due to the reasons attributable to the tenderer, the tenderer
shall be liable to pay liquidated damages at the rate of 0.50
percent of the total order value for each week of delay.
10. The tenderer shall insure the goods in favour of the owner
covering all risks at site for full value of the
order/replacement costs. The tenderer shall also take 3rd
paty risk coverage.
11. The tenderer shall comply with all laws,
Central/State/Local applicable to his scope of work, including
those pertaining to workmen.
12. All disputes shall be dealt according to the specified law
and shall be in the purview of the Hon’ble Courts of
Jharkhand.
13. The tenderers can visit the stadia of Mega Sports Complex,
Hotwar (Main Stadium, Tennis, Aquatic, 3 indoor stadia,
Velodrome, Khokho, Kabadi & Hockey Stadium at Morabadi)
before submitting their prices.
14. During technical evaluation the tenderer shall have to
produce sample of chairs with all accessories. The quality of
chairs shall be a criterion in evaluation of technical
proposal.

Invitation
of Tender :-
The Director, Art, Culture, Sports & Youth
Affairs, Govt. of Jharkhand invites tender for stadium chairs
as per the specifications & various clauses enumerated
above for supply, transportation & installation of
polypropylene chairs in various outdoor and indoor stadiums in
Ranchi.
The tenders shall be received in the office of the
Director, Art, Culture, Sports & Youth Affairs, Govt. of
Jharkhand, 3rd Floor, MDI Building, Dhurwa,
Ranchi-834004 before 15.03.2008, by 3 P.M. The tenders
received late shall not be entertained
